If you would like to collect credit card information without using a gateway, there are a few choices.  We can set you up with a PinnProcessing account which will store credit card information in a secure area for you to process off-line if you are using cart versions from the 3.5.x series or older, or you can use the new Credit Card Storage that is in the cart completely free if you are using cart versions 3.6.0 or higher.

PinnBilling gateway allows you to store the CC info on the PinnProcessing server which you can access later to process the order amount. The customer proceeds to the PinnBilling system thereby skipping the cart's neccessity for secure transmitting of credit card information.

You also can define accepted credit card lists.

CCS or commonly known has Credit Card Storage is compltely free and is just has easy to setup. CCS allows you to store the CC info on the same server as your shopping cart and is fully encrypted so it only allows you access later so you can process the order amount. The customer stays withing the  same shopping cart thereby skipping the cart's neccessity for secure transmitting of credit card information.  Below is the kb article to get started with CCS as well has the instructions in the cart manual.
